New-York,. . . Jan. 19.  Capt. Ratsey was at Lisbon on board
the Admiral Sir John Norris, and several other ships of that
squadron, who says, they make a most magnificent appearance,
are all in good health, and under such exact and compleat
discipline, that the like has not been seen, and every day
when the weather will permit, perform their exercise (in
imitation of a sea fight) in the most regular and compleat
manner, to the wonder of the Portugueses, who are charmed
not only with the fineness of the ships, the equipage of the
officers, but the regularity and exactness of their
discipline and order:  That the King and Queen of Portugal
have dined three times on board with Admiral Norris, and
that the Prince of Brazel is so delighted with the grandeur
and performance of that fleet, that he is almost every day
on board, and that the Portuguezes are continually
trumpeting the praises of the English.
