Extract of a letter from Portsmouth, dated Nov. 19.
" Wednesday afternoon arrived the Deptford, Capt. Taylor,
and Colchester, Capt. Obryan, with a great number of
transports, having the garrison of Minorca on board them. 
Admiral Byng's witnesses are on board, and the Colonels
Cornwallis and Earl of Effingham.  The transports are
ordered for the river with the troops.
" Yesterday evening about six the brave general Blakency
landed, amidst the acclamations of the populace, in good
health, and afterwards went to the assembly:  Bonfires were
made, the bells rang all night, and the greatest
demonstrations of joy were shewn on the sight of the brave
old general.
