Further, complaint has been made, that some of the [Post]
riders neglect to wind their horns, at their entrance or
passing through many towns and villages, to the manifest
damage of the publick, and contrary to one of your
instructions: You are therefore required to remind them
often of this, and to insist upon the performance of that
duty, on the pain of incurring the displeasure of their
