Rules for preserving liberty in a republic.

the second] 13. As virtue and true religion are the only
basis of a republic, the wisdom and power of the legislature
should be perpetually exerted to promote good morals, and
the fear and worship of God among the people, and to
suppress vice in every shape, whether it appears in open
drunkenness swearing or uncleanness, or in the more courtly
forms of horse racing, cockfighting, gaming, or stage
entertainments.
