From Rivington's New-York Gazette of April 8. Overtures
having been made by General Washington for settling a cartel
for the exchange of prisoners, commissioners met by
appointment at Amboy, the 12th of April, when Col. Hyde of
the foot guards, and Capt. Andre, Aid de Camp to Sir Henry
Clinton, delivered the following definitive proposals to
Colonels Davies and Harrison, commissioners on the part of

7. In case either party from motives of generous
confidence,and to accellerate [sic] relief should be induced
to dispossess themselves of a portion of prisoners before
circumstances admit of receiving and equivalent, the
plighted honour of the Generals, or some adequate security,
must guarantee the delivery of the said equivalent, so that
no pretence whatever may be made use of to delay or evade it
