[Foreign Affairs.] Mittau, Feb. 31. Yesterday Duke Ernestus
John de Biren made his public entry here. The magistrates
and the guard of burghers refused to assist at this
ceremony, or to take the oaths to him, till they were
compelled to do it by the Russian troops in the town, who,
to strike the greater terror, rung the toosin [sic] or alarm
bell. They also forced the magistrates to deliver to them
the city flag to be carried in the procession. The Russian
soldiers were likewise obliged to stand over the ringers,
otherwise the bells would have been silent on this occasion.
