Philadelphia, October 17. Yesterday arrived here the ship
Britannia, Captain Falconer from London, with whom came
passenger the Honourable Richard Penn, Esq; governor of this
province; he was conducted on shore by a number of
gentlemen, the bells were rung and in the afternoon his
commission was publicly read.
