Mr. Dowdeswell's speech on the 25th of January, when the
Spanish declaration, and the Earl of Rochford's acceptance
of it, were read in a great Assembly. . . [2nd paragraph:]
For what purpose then has the trembling minister laid
before you these monuments of his wisdom? For your
approbation. This is the humble act which you are to
perform. A capital actor enters the stage, and you are to
applaud. Why do you not clap with your hands, and thunder
with your feet? Is it that there is no party formed to
support him, whether he has or has not merit? . . .
