The following plan of legislation, proposed the the
consideration of both Houses of Parliament, for establishing
a permanent and solid foundation for a just constitutional
union between Great-Britain and her colonies, is extracted
from a pamphlet lately published in England.
Then gathering men their natural powers combin'd,
And form'd a public; to the general good
