In the year 1664 there was a commission given to Sir Robert
Carr, and three others, "to visit all the colonies, with
full power and authority to hear and receive, and to examine
and determine, all complaints and appeals, in all causes and
matters, as well military as criminal, civil, &c. according
to their good and sound discretions, and according to
instructions that they shall receive." . . .
The commissioners opened their court in Boston, at a time
when the general assembly was sitting. Several messages
passed between them. The assembly finally published a
declaration, by sound of trumpet . . .
