London, February 13.  In an hour after the death of
Elizabeth Petrowna, the late Czarina, the drums beat to
arms, the Imperial guards assembled, and the Grand Duke put
himself at their head, when he was received with universal
acclamations of joy, and this was the essential investiture
of the empire, the ceremonies that followed after being
things merely of course.
