State of South Carolina. An Ordinance for governing
Mariners and Seamen within the City of Charleston.

And be it further ordained . . . that any public house-
keeper or house-keepers who shall entertain any mariner or
seaman belonging to any ship or vessel in this harbour after
ringing of the City-Bell, who hath not leave in writing to
be on shore, from the master of commander of the ship or
vessel to which he belongs, shall forfeit twenty shillings
for every such offence.
And be it further ordained . . . that the City-Guard or
watch are hereby authorized and required to apprehend and
deliver to the main-guard every such mariner and seaman so
found on shore after ringing of the City-Bell,
